2015 Revised Underground Storage Tank Regulations
As many of you are aware, The U.S. Environmental Protection Agency (EPA) on June 22 issued final underground storage tank system testing and inspection regulations, marking the first significant revision to the regulations since they were issued in 1988 (notwithstanding the 1998 upgrade regulations). In issuing the rule, EPA said the revised requirements include: adding secondary containment requirements for new and replaced tanks and piping; adding operator training requirements (currently in widespread implementation based on the 2005 Energy Act requirements and state implementation); adding periodic operation and maintenance requirements for UST systems; removing past deferrals for emergency generator tanks, airport hydrant systems, and field-constructed tanks; adding new release prevention and detection technologies; updating codes of practice; and updating state program approval requirements to incorporate these new changes.

The ATG: Mr. Know-It-All
When I first entered this industry 11 years ago, I admittedly didn't know the first thing about how underground storage tanks worked, what was involved in operating them, or what it took to keep them in compliance. Since then, I've had my hands in many things, and now feel as though I have a pretty solid understanding about each one of those things. The one thing that seems to have really caught my attention through all these activities though, is the Automatic Tank Gauge (ATG).

When most regulated storage tank system owners, operators, and contractors think of performing an inspection of a motor fuel dispenser, they think of inspecting for environmental compliance and maintenance. They look for leaks, drips, broken or warn out equipment, and other items that may pose certain risks.

Paperwork Disorganization
I have done a fair share of facility inspections and compliance audits throughout the years. One of the most common themes I have run across is disorganization of paperwork. The last few years have seen an increase in the number of Notices of Violation and penalty fines to the gasoline retailers targeted by the Regulatory Agencies. This increase of NOV’s and fines is due generally to an increase of focus on compliance which leads to an increased number of facility inspections. One of the most common violations includes the Monthly/Weekly Release Detection record keeping.
