What is the significance of the Energy Act?

In August of 2005, President Bush signed into law the Energy Policy Act of 2005.  A substantial part of that act is Subtitle B or the Underground Storage Tank Compliance Act.  The act provides for funding of state compliance measures, state inspection of UST sites, “red tagging” of tanks that are not in compliance and a training requirement.  The training must be directed at three separate levels of responsibility for the UST site and must address the high turnover rate of tank operators and other personnel.
